User:Kirill Lokshin is the de facto leader of Wikipedia's Arbitration Committee. Under his watch, the Committee has endured scandal after scandal, from the pseudonymous FT2's zoophilia edits to David Boothroyd's exposure and resignation.[1][2][3]

Kirill was 22 years old in December 2006.[4] As recently as late 2008, he gave his address as that of his parents, Samuel and Marina Lokshin.

In 2005, Mr. Lokshin stated that he was "shamelessly stealing [a] userbox idea from Essjay," a fraud who was dismissed from all positions of authority after having been caught lying to the press and falsifying his credentials.[5] Nine hours later, he added that he was "an engineer living in the state of Maryland."[6] Mr. Lokshin was only 21-22 years old at this time.

In December 2006's Arbitration Committee elections, Kirill said, "I'm an electrical/computer engineer by profession."[7] Sixteen months later, he made a minor change to his userpage statement: "Professionally, I'm an engineer…" [8]

The association between Kirill Lokshin's Arbitration Committee and advocacy for pedophilia and bestiality became controversial again when his colleague "Coren," Marc André Pelletier of Montreal, was challenged on Wikipedia Review for hosting and administering a website with stories which appear to advocate these controversial practices. Pelletier remains an active arbitrator in good standing.
